Credits to @sebastic for his suggestion to try bionic and use aptitude
instead of apt !

My conclusion after numerous frustrating trial and error is that
there's something that has changed in the ppa:ubuntu-toolchain-r/test
that conflicts with the i386 packages.

Test GCC 4.8 and CMake 3.9; resolve a few shadowed declaration warnings
