[angle] Enable ANGLE's desktop GL backend (#19891)
* Enable ANGLE's desktop GL backend
Only the D3D and GLES backends were available, but getting desktop GL to
work is trivial.
The Vulkan backend would be a much bigger task, unfortunately.
