[openmesh] Upgrade to 8.1 (#11739)
* upgrade openmesh to 8.1
Tested on Window 10 with Visual Studio 2019 x64
* update version for CONTROL file
* 1. Remove obsolete function `include(vcpkg_common_functions)`
2. Use `vcpkg_fixup_cmake_targets()`
* fix build error on Linux
