[azure-identity-cpp] Publish version 1.0.0-beta.3 (#16014)
* Update port for azure-identity-cpp
* Update port version SHA
* Remove comment header from CONTROL file
* Remove comment header from portfile.cmake file
* Update port version SHA once again
