allow building "ffmpeg.exe"
add new feature "ffmpeg" which allows to build "ffmpeg.exe" - ex. : vcpkg install ffmpeg[x264,gpl,nonfree,ffplay,ffprobe,openssl,lzma,opencl,ffmpeg]:x64-windows-static --recurse
