[vcpkg-ci] fix macos setup scripts (#12639)
* [vcpkg-ci] fix macos setup scripts
* the disk feature is still experimental
* fix Get-InstalledVirtualBoxExtensionPacks
* use new bash install script for brew
instead of old-style ruby
