[libffi] Use -llibffi on Windows (#19655)
* Use -llibffi on Windows
Replace -lffi with -llibffi for Windows development, not just mingw
* Update portfile.cmake
* Update baseline.json
* Update libffi.json
* Add port-version and make path quoted
* Update version files
