[libssh] Enable mbedtls's threading support (#10154)
* Add "pthreads" feature to mbedtls.
* Cleanup portfile.
* Fix mbedtls pthreads support for Linux.
* [mbedtls] Require the pthreads port only on Windows.
* [mbedtls] Work around dependency issues about static linking.
