[ryu] fixed syntax error in ryuConfig.cmake (#17306)
* ryuConfig.cmake now checks the target rather than the host system to decide whether to install ryu.lib or linryu.a
* executed vcpkg x-add-version ryu
* Update ports/ryu/ryuConfig.cmake
