[vcpkg] RFC: Manifests (#11203)
* [vcpkg] Add manifests specification
* Remove invisible tabs and fix nested lists
Somehow, a lot of tabs where inserted betweend the `*` and start of list items, and they didn't show up in the github source view 🤷.
