[laszip] Migrate LASzip to the new manifest format. (#18614)
* Migrate LASzip to the new manifest format.
- CONTROL -> vcpkg.json
- vcpkg_configure_cmake -> vcpkg_cmake_configure
- vcpkg_install_cmake -> vcpkg_cmake_install
* update version
