[libsmb2] New port (#18471)
* added libsmb2 port
* added version file
* updated baseline
* Ran command
./vcpkg x-add-version --all
and then
./vcpkg format-manifest ports/libsmb2/vcpkg.json
* updated SHA based on result of "./vcpkg x-add-version libsmb2" and also added osx=fail to CI file in order to pass CI
* suggested changes made

* Update scripts/ci.baseline.txt
