Set the ARCHIVE and NOEXTRACT variables so that downloading works. Also HASH is case-sensitive, so make it lower case. vcpkg_find_acquire_program(NUGET) was failing with the following error message: -- Downloading https://dist.nuget.org/win-x86-commandline/v4.8.1/nuget.exe...
