Add stale-bot config for GitHub
This should make managing issues a bit easier. All inactive issues will
be closed automatically after 60+7 days. Closing can be avoided by
adding labels from the "exemptLabels" list. Before an issue is closed a
friendly reminder is posted in the issue.
