This commit is the result of the squashing of rfc4_dev branch in a single
commit. It implements mostly RFC 4 related work.
* Grid handling:
- remove obsolete and presumably unfinished implementation of grid catalog functionality
- all grid functionality is in grids.cpp/.hpp
- vertical and horizontal grid shift: rework to no longer load whole grid into memory
- remove hgrids and vgrids member from PJ structure, and store them in hgridshift/vgridshift/deformation structures
- build systems: add optional libtiff dependency. Must be explicitly disabled if not desired
- add support for horizontal and vertical grids in GeoTIFF, if libtiff is available
- add GenericShiftGridSet and GenericShiftGrid classes, relying on TIFF grids, that can be used for generic purpose grid-based adjustment
- add a +proj=xyzgridshift method to perform geocentric translation by grid. Used for French NTF to RGF93 transformation using gr3df97a.tif grid
- deformation: add support for +grids= for GeoTIFF grids
- horizontal grid shift: fix failures on points slightly outside a subgrid (fixes #209)

- add a filemanager.cpp/.hpp to deal with file related work
- test for legacy proj_api.h fileapi

* Use Win32 Unicode APIs and expect all strings to be UTF-8 (fixes #1765)
For backward compatibility, if PROJ_LIB content is found to be not UTF-8 or
pointing to a non existing directory, then an attempt at interpretating it
in the ANSI page encoding is done.
proj_context_set_search_paths() now assumes strings to be in UTF-8, and
functions returning paths will also return values in UTF-8.

The +t_obs parameter was confusing for users since it effectively
overwrote the observation time in input coordinates. To make it more clear
what is the operation is doing, users are now required to directly specify
the time span for which they wish to apply a given deformation. The parameter
+dt has been added for that purpose. The new parameter is mutually
exclusive with +t_epoch. +dt is used when deformation
for a set amount of time is needed and +t_epoch is used (in
conjunction with the observation time of the input coordinate) when
deformation from a specific epoch to the observation time is needed.

Changed the direction of dt-calculation to follow the same convention as
helmert. Changed from dt = t_c - t_obs to dt = t_obs - t_c, which
effectively reverses the direction of the operation. Existing projstrings
using deformation can simply reverse the direction of the operation to
achieve the same results as before this commit.

The source material for the default grids used by
PROJ has been moved to the proj-datumgrid repository. For that
reason it is no longer necessary to include the nad2bin program
in the PROJ repository and source distribution. From now on the
nad2bin application will be kept in the proj-datumgrid repo.
Previously the null grid was generated by running nad2bin on the
null.lla file. Since nad2bin is no longer available null.lla has
been replaced by its binary counterpart null. This file will be
distributed and installed alongside PROJ.
Build scripts and documenation has been adjusted so that nad2bin
is not mentioned anywhere. Additionally all references to nad2nad
has been removed as well. nad2nad has not been part of the PROJ
distribution for quite some time so this has been long overdue.

This removes some questions that are no longer valid
(covered elsewhere in the docs), adjusts the wording in other questions
and fixes formatting and making it proper rst/sphinx syntax.
With this, #1070 is almost fixed.

As identified in #1091, Helmert implementation in PROJ 5.0 and 5.1 is confusing.
It happens that by default it used the coordinate_frame convention, contrary to
the position_vector convention used traditionaly for +towgs84. The documentation
of Helmert was also wrongly specifying that the default convention was
position_vector.
This commit:
- bans the confusing +transpose parameter
- removes the concept of a default convention, since in practice both are
equally found, and requires +convention as soon as a rotational term parameter
is present.
For translation only, convention is ignored and optional, as having no effect.
- fixes all the identified uses of proj=helmert in code, doc and tests
This is obviously a breaking change:
- users will have to adapt their pipeline expressions
- in particular, init files that would use helmert must be adapted
However, as designed, the break will be explicit, and not silent.

The 'Applications' chapter is moved to the top level of the website in
order to make it easier for users to find the pages quickly instead of
having to search through sub-sections in other chapters.
|
|
The doc pages are reformatted to better use the features of the Sphinx
documentation system. All four pages has been formatted such that they
can serve as the basis for both the website and UNIX man-pages. This
will make it easier to keep the man-pages aligned with the main
documentation in the future.

Added new section on PROJ resource files to the top level of the
documentation. Moved information on init-file from the 'usage'
chapter to the new section. Also moved pages on grids and HTPD to the
new resource files section. Finally links and information on the new
regional datumgrids packages is added.
